ROCKLAND, MA - Cory B. Alvarez, 26, an illegal immigrant Haitian national suspected in the rape of a teenage girl at a shelter in Rockland, was controversially released on a low $500 cash bail Tuesday, according to Plymouth County District Attorney Tim Cruz’s office. The move is surprising given that Alvarez was previously held without bail after his arrest in April.
As reported by WHDH, the suspect was initially ordered to be held without bail pending a dangerousness hearing. This, after appearing at Hingham District Court on charges of aggravated rape of a child following his arrest on March 12th on a report of a sexual assault against a 15-year-old victim per Rockland Police.
According to MassLive, Alvarez's case was moved to Superior Court after he was indicted on both rape of a child with a 10-year age difference, and rape of a child by force, confirmed in a statement from Cruz's office.
He has subsequently been released on $500 cash bail.
A spokesman from the Plymouth County District Attorney’s Office told The New York Post on Friday, "We then requested that Alvarez be held on $10,000 cash bail with numerous conditions of release. The judge set bail at $500."
The Post reported that Alvarez was released with an ankle monitor, however, Immigration and Customs Enforcement (ICE) cannot track him because Boston is a "sanctuary city." Federal authorities told the outlet that in March they filed a detainer against Alvarez with the Plymouth County Sheriff's Office, but a spokesman told the Boston Globe that Plymouth Superior Court officials “refused to honor” the order.
Sources within ICE, speaking with The Post on condition of anonymity, reportedly fumed that the refusal was "standard Democratic bulls–t,” making it “almost impossible to do our jobs.”
The unnamed source within the agency added, “The dumba– judges are the ones causing a lot of these issues by ignoring the root of the problem. California, New York, Illinois, Massachusetts, and other blue states all do this bulls–t. If we run records checks on people out of those states, they have policies that are in place to prevent sharing of any information.”
The Globe offered a harrowing description of the alleged attack on the 15-year-old girl. Rockland police Sergeant Detective Gregory Pigeon testified that the victim was brought to South Shore Hospital where her father told Pigeon she "was brought to the suspect’s room, and he pushed her on the bed, pulled down her underwear, and penetrated her."
Through a translator, the girl told the Detective, "He raped me."
The disturbing incident has attracted the attention of the U.S. House Judiciary Committee and Chairman Rep. Jim Jordan (R-OH) and co-chair Rep. Tom McClintock, (R-CA) who jointly penned a letter to Homeland Security Secretary Alejandro Mayorkas demanding answers.
They wrote, "Criminal aliens exploit vulnerabilities in our nation’s immigration system to the detriment of those in the United States. The Biden [a]dministration’s border and immigration policies only increase the likelihood that criminal aliens will successfully enter and remain in the U.S.”
